Impatient NYC drivers have a tendency to use their car horns excessively. There are several neighborhoods that have special ordinance against using the horn unnecessarily. I posted a street sign from East Village over a year ago and here is another one found in SoHo. If I were the Mayor, I would institute a new city regulation that would charge driver $0.25/per honk after the first 10 honks each month. It will definitely help close the budget deficit we are facing right now.
