This is the most colorful NO PARKING sign I've ever seen but I don't think it is real or sanctioned by the Department of Motor Vehicles. It maybe a street art or graffiti with a message. But what is the message? What do you think?

I think someone made up there own No Parking sign out of frustration with people blocking their driveway or garage-maybe?
Probably Lily is right, and even as a simple sign this is really better than the last mural you posted (not your fault, obvious).
c'est un voisin, qui pour garder sa place de voiture, a rajouté le "NO" ;o)
is a neighbor, who kept his place for a car, added the "NO" ;o)
Its bright and might actually get the offending illegal parkers attention but will it stop them?
I doubt it.

I vote for a local resident trying to preserve their parking space.
Colorful indeed! I really like! maybe we could change all No parking signal for this one...

It certainly is colorful...I think the message is that "We (whoever did it) can put up own signs wherever and whenever we want and you (the authorities) cannot stop us!"
